At that time, there was a man named Fu Xian who served as an official in the court when Emperor Wu and Emperor Hui were in power. He is a decent man, dares to speak out, is not afraid of power, and dares to expose evil things. Fu Xian wrote to Emperor Wu and Emperor Hui many times, and he pointedly pointed out: "Luxury expenses are worse than natural disasters."
